Project addresses problems of lack of interaction between women’s NGOs and decision makers for implementing the gender mainstreaming approach, lack of knowledge, competence and experience on how to create effective and sustainable mechanisms for gender equality policy making and implementation on municipal level.

Project is based on active participation of experts from Nordic countries and Baltic Sea states for experience sharing, legislative practice exchange and action research on gender-based problems in concrete municipal surroundings, with special focus on ways to overcame discrimination.
The main activity of the project is an educational training program that is arranged to members of Gender commissions (a new body of local level administration) and women’s non-governmental organizations (WNGOs). This training program is developed in cooperation of academic and NGO experts in the field, and it is based on an action research and on the expertise of the partner organizations.
Project implementation will also help through cooperation between municipal Commissions and WNGOs to elaborate local Action Plans, using best practices (models) for further dissemination, to build up gender equality structures capacity and to consolidate women’s movement.
Expected long-term results: action applied research and an educational program of target groups, the mapping activity (“gender passport of the municipal district”), five years Action Plan in each of municipality, involved in the project. Functioning network between WNGOs and Gender commissions. Written reports and manuals and dissemination/transfer to other territories in Russia will be one of the results.
