The information office of the Nordic Council of Ministers was founded in St. Petersburg in 1995 to facilitate the development of business and cultural contacts. Information centers were also opened in Arkhangelsk, Murmansk and Petrozavodsk.

The Nordic Council of Ministers was founded in 1971. It is the intergovernmental body for cooperation of five Nordic countries: Denmark, Finland, Iceland, Norway and Sweden.
 
The Council has a diverse structure of departments and institutions for different activities of cooperation within the Nordic countries.
 
The main trends of work between the Nordic Council of Ministers and Russia for 2006-2008:
