The Fund "Regional Economic Development Agency" (REDA) – briefly, "Regional development agency" (RDA) – was established in December 1999, according to the initiative of the Ministry of economic development and trade of the Russian Federation and of the Administration of the Kaliningrad region.

Originally, the founders of the Agency were the Russian National Research Institute of Foreign Trade of the Ministry of economic development and trade of the Russian Federation and the Committee for development of the Special economic zone of the Administration of the Kaliningrad region".
 
The Agency's mission - is assistance to development of the Kaliningrad Region as an area of Russian/European economic integration; formation of partnership principles, and - based on the above principles - radical improvement of the quality of the population's life, and improvement of the competitiveness of the economic potential of the westernmost exclave of the Russian Federation.
 
The Agency' activity priorities are:
    • Monitoring and research of the socio-economic and political situation in the Kaliningrad Region and of the influence of external factors. development of practical recommendations and provision of political advice to public institutions, which determine the development of the Kaliningrad Region, on the international as well as federal and regional levels, with regard to the region's development strategy and agreed priorities, as well as creation of mechanisms for their implementation.
    • Support to the creation of a competitive business environment in the region and conditions for implementation of priority pilot business projects, aimed at improvement of the regional economic structure, and attraction of investments.
    • Creation and promotion of a new image of the Region, involving the use of examples of the best practice, support to the vehicles of strategic partnership of all the parties interested in a higher new level of their development.
The key partners and counterparts - The Administration of the RF President, the RF Ministry of Economic Development and Trade, federal and regional legislative and executive authorities, all the institutes of the civil society, and expert organisations, including foreign institutions.
 
The Agency independently implements and participates in many international programmes and projects. The European Union has been providing systematical support to the Agency's activities. At present, the Agency is a partner of the largest 3-year EC EuropeAid project "Support for Regional Development of Kaliningrad", aimed at working out of the principal concepts of the Kaliningrad Region's development and their practical implementation.
The Agency has resources for rendering a wide range of services in the sphere of strategic consulting on the region's development issues, and for giving direct support to important business projects of all interested partners.
